The procedure for admission of foreign students

ONE. GENERAL PROVISION

1. The "Rules for Recruitment of ForeignNationals in Mongolian Higher Education Institutions" and this procedure approved by Resolution No. 2001/113 of Minister of Education and Culture for admission of foreign nationals into educational degree programs, student exchange programs (no educational degrees are awarded), and Mongolian language preparatory programs of Gazarchin Institute shall be adhered.
2. This procedure aims toregulate foreign nationals who shall study or pursue professional advancement in Gazarchin Instituteand activities of related units of Gazarchin Institute.
3. The admission of undergraduate, postgraduate and doctoral degree programs will be conducted once in an academic year and admission to student exchange program and Mongolian language preparation program will be conducted twice in anacademic year.
4. Citizenship. A foreign national who is not a citizen of Mongolia, regardless of where they live, may apply to study, pursue professional advancement, or work as a researcher at GazarchinInstitute withinscope of this procedure.
5. Education.
6. Educational degree. A foreign national who is expected to study in an educational degree program, improvethe professional skills or work as a researcher at GazarchinInstitute should have acquired previous level of education equivalent to level and standard of educational contentapplicable in Mongolia. This is not required for foreign nationals who admitted into Mongolian language preparatory program, but foreign nationals who want to apply for the program must be 18 years of age at least, are legally and medically capableto take responsibilities for themselves.
7. Mongolian language knowledge and skills
8. A foreigner who shall enroll in an educational degree program taught in Mongolian language or who shall study as an exchange student must have acquired Mongolian language proficiency at required level, and a copy of a diploma or certificate proving this must be submitted at time of application for enrollment or study. If there is no supporting document, the studentmay apply for admission to education degree program after successfully completion of   Mongolian language preparatory program / full course organized during academic year or incomplete course organized during a semester/.
9. Foreign national who shall enroll ineducation degree programs   taught in English, to join a program jointly implemented with other universities, to study as a student exchange student, to improve the professional skills at GazarchinInstitute or work as a researcher is not required to have Mongolian language knowledge, but it is required to have English language proficiency that meets requirements of the program.
10. Requirements for foreign student 
11. To meet other special requirements fixed by professional department/professor team in charge of the program for which the foreigner is applying for admission or study.
12. Application for admission and study
13. 1.13. Foreign nationals who want to study in educational degree programs, Mongolian language preparatory programs and student exchange programs of GazarchinInstitute should contact corresponding professional department/professor team and foreign nationals who shall improve professional knowledge or work as researchers should apply or register toHuman Resource Office of GazarchinInstitute atGazarchin.saihan@gmail.com  electronically.
14.  Applications for admission and study should be submitted within fixed period. It includes:

    1. Applications for undergraduate degree and admission to a program taught in Mongolian shall be submitted between March 15 and May 15 and registered thereto.

    2. Application for postgraduate and PhD degrees, admission to Mongolian language preparatoryprogram,professional development and employment as a researcher at Gazarchin Institute should be submitted and registered between March 15 and May 15 respectively.

15. Applicants for admission and study at any level of education should submit below documents.

They include:

• Application for admission
• Certificates and diplomas of previous educational degrees must be translated into Mongolian and English languages and have them certified
•  Official documentsproving status of a foreign citizen / foreign passport etc
• Financial guarantee issued by an individual or entitysponsoring tuition fees and living expenses of the applicant during studyperiod or professional development in Mongolia.
• A 3x4 photo taken in last 3 months.
• Physical examination report 
• Receipt that all service payment set for corresponding academic year have been transferred into account of Gazarchin Institute
• Applicants should submit notarized copies of relevant awards, letters and relevant documents. /It shall be advantage if any. /
  
  

TWO. SELECTION AND NOTIFICATION OF SUCCESSFUL APPLICANTS 

1. Within two weeks from application deadline of foreign nationals who have applied for school administration and Training Department, they will review and organize Mongolian language proficiency test in electronic form in cooperation with a professional Mongolian language teacher and the relevant department, and submit their decisionsto Training Department.
2. The decisions submitted to Training Department shall be verified and Ministry of Education and Science (MES) shall be asked to issue study permit fora qualified foreigner. Further, study permit, visa application letter and certificate of admission issued by Ministry of Ministry of Education and Culture shall be sent to foreignervia e-mail, fax, or post. In the letter, documents required to obtain a visa to study in Mongolia, where, to whom, and what period of time to apply, payment of tuition fee for first semester before start of the course, and time, date, place of Mongolian language proficiency test for foreign nationals who applied for Mongolian language preparation program must be included. Certificate of Admission at Gazarchin Institute is valid for two consecutive academic years.
3. Mongolian language and linguistics professional teachers shall organize Mongolian language proficiency test for foreigners studying in Mongolian language preparatory program in a one week before start of the semester. A foreign national shall take the test in person. The testshall determine what level of Mongolian language preparation program the foreigner needs to attend.
4. A foreigner who awarded with certificate of admission at Gazarchin Institute may consult Training Department on student visa application of Mongolia.
5. Applications of foreign nationals who want to improve their professional skills and employ as researchers at GazarchinInstituteshall be responded to at least 2 months prior to start of the semester and necessary measures shall be implemented based on discussion with school administration.
   
   

THREE.  TUITION AND FEE 

1. The fees of credit hours,  amount of  basic semester fee and  amount of fees to be paid by foreigners who want  to improve their professional skills and work as researchers at Gazarchin Institute shall be renewed annually and approved by  Board of Directors of Gazarchin Institute and shall not be amended during that academic year. Full tuition fees for the entire year must be paid in full before academic year start.
2. Fees and charges in connection with living and studying, such as student accommodation fees, textbooks feesetc shall be borneby the student.
3.  A foreigner who has been awarded with admission at GazarchinInstitute shall be insured with  life, health and accident insurances in his/her country or upon arrival in Mongolia by himself/herself or with support of Training Department of Gazarchin Institute.
4. MISCELLANEOUS

   1. A foreign national who admitted in Gazarchin Institute must register in Training Department of the Institute within 7-14 days before start of the semester in person.

   2.  After the foreigner selects and confirms the courses to be studied in that term, director of Gazarchin Institute shall  issue an decree on admission.

   3. A foreigner who is acurrent student of GazarchinInstitute shall study according to same rules and regulations as a Mongolian national.

   4.  In case of false admission documents, it is not allowed to admit in Gazarchin Institute and if admitted, it shall be expelled.

   5. The website for electronic admission shall be operationalannually and provide applicants withadmission information

   6.  While online admission is ongoing, departments and units of Gazarchin Instituteshall organize introduction of programs and provide consulting service via phone, messenger and e-mail.

   7. If a foreigner who was awarded with certificate of admission is registered within the first two weeks of that term due to valid reasons, an admission order shall be issuedand provided with right to study the courses of that term and if the student arrives after above period, the student shall study next term. 

   8. If a foreign student of GazarchinInstitute changes citizenship and becomes a nationality of Mongolia during the study period, status of foreign student shall be cancelled from the day the foreigner officially becomes a citizen of Mongolia. From next academic year, tuition fee shall be set at same amount as for Mongolian citizens.

   9. The request of foreign national who want to transfer from other universities of Mongolia to GazarchinInstitute and want to study inbetween programs of GazarchinInstitute shall be accepted by Training Department of corresponding school and shall be resolved according to procedure for transfer student of GazarchinInstitute.

   10. Issues in connection with arrival and residence in Mongolia, social, cultural, and employment affairs aftersettlement of foreigner's application for admission at Gazarchin Institute shall be handledby administration and a specialist of Training Departmentof GazarchinInstitute.

   11. Study duration, percent of scholarship award, tuition and other fees, housing, health, insurance and other necessary issues shall be regulated by a tripartite agreement between directorof corresponding school, training department and the student.

   12. A certificate will be issued by orderof Director of GazarchinInstitute to student who has completed full and partial courses of Mongolian language preparatory program.

   13.  A foreign student of GazarchinInstitute shall strictly obey Constitution of Mongolia, laws and regulations on legal status of foreigners, school rules and regulations.

   14.  A foreigner who has previously studied at Gazarchin Institute, but expelled for breaches of Mongolian applicable lawsand bylaw of Gazarchin Instituteand is not allowed to  study at Gazarchin Institute again.
